October 16, 2024 – On October 16, China's Supreme People's Procuratorate announced that the case of Zhang Ping, former Deputy Secretary of the Guizhou Provincial Discipline Inspection Commission and former Deputy Director of the Provincial Supervision Commission, has been transferred to the procuratorate for review and prosecution on charges of bribery. Recently, the Tianjin Procuratorate approved Zhang Ping's arrest on suspicion of bribery. He is accused of long-term deep collusion with private business owners, engaging in extensive power-for-money transactions.

Public records show that Zhang Ping was born in August 1964 in Nanzhang, Hubei. He began working in July 1986 and joined the CCP in May 1988. In November 1990, he was appointed as a staff member in the Organization Department of Guizhou Chemical Construction Company. In 1992, he formally entered the disciplinary inspection system, becoming a cadre in the Guiyang City Discipline Inspection Commission of Guizhou Province.

Zhang held several positions, including Deputy Director of the Guiyang City Discipline Inspection Commission Office (section-level), Principal Staff Member in the General Office of the Guizhou Provincial Discipline Inspection Commission, Deputy Director of the Comprehensive Office of the Guizhou Provincial Supervision Department, and Deputy Director of the Provincial Supervision Department. In 2011, he was promoted to the Standing Committee of the Guiyang Municipal Party Committee and Secretary of the Municipal Discipline Inspection Commission. In November 2014, he became Deputy Secretary of the Guiyang Municipal Party Committee. In November 2016, Zhang served as Director and Party Secretary of the Anshun Municipal People's Congress Standing Committee. The following year, he returned to the discipline inspection system, becoming Deputy Secretary of the Guizhou Provincial Discipline Inspection Commission. In February 2018, he was appointed Deputy Secretary of the Guizhou Provincial Discipline Inspection Commission and Deputy Director of the Provincial Supervision Commission, holding these positions until his investigation.

On April 3 of this year, authorities announced that Zhang Ping was under investigation. At the time of his downfall, Zhang Ping ranked second among the three Deputy Secretaries and Deputy Directors of the Guizhou Discipline Inspection and Supervision Commission. With Zhang Ping’s investigation, the number of high-ranking officials in Guizhou being investigated since the 20th CCP National Congress has risen to five, including Zhou Jiankun, Li Zaiyong, Sun Zhigang, and Chen Yan.

On October 7, it was officially reported that Zhang Ping had been expelled from the Party and dismissed from his position.

The report stated that Zhang Ping resisted investigation, did not truthfully explain issues during interrogations, violated regulations by interfering in disciplinary and law enforcement activities, and maintained deep ties with private business owners, engaging in extensive power-for-money exchanges. He is also accused of using his position to benefit others in business operations, project promotions, and career advancements, illegally accepting large sums of money.

Notably, Zhang Ping once served as the Deputy Leader of the Guizhou Provincial Discipline Inspection and Supervision Commission's Education Rectification Leadership Group.

In May 2023, Zhang Ping attended a work meeting to promote the rectification of the provincial discipline inspection and supervision cadre team in Guizhou. At that time, he was the Deputy Secretary of the Provincial Discipline Inspection Commission, Deputy Director of the Provincial Supervision Commission, and Deputy Leader of the Education Rectification Leadership Group. During the meeting, he emphasized the need to address disciplinary violations and clean up internal corruption.
